BLCO was established in late 2023 with a straightforward aim: do the work properly, treat people fairly and stand behind our commitments.
Founder Matt MacLellan has worked in civil, utility and infrastructure construction since 1998, progressing from equipment operation and field supervision to construction, project and operations management.
That background includes complex urban utility corridors, gas pipeline replacement, deep excavations, river crossings and environmentally sensitive work. It brings a practical understanding of how plans become work in the field.

Our team brings together experienced supervisors, operators, tradespeople and project professionals, with practical knowledge across civil work, utilities, piping, reclamation and construction management.
